The 1 3/5' mutation adds a reedy quality to the ensemble. If this quality is desired, or if you wish to fortify the addition of reeds, this stop can be used. However, the 1 3/5' stop is used most frequently in creating colorful solo-type combinations, and less frequently in chorus-type combinations. This also applies to any compound stop labeled Cornet, which always includes 1 3/5' as one of its pitches.
